Government R&D and green technology spillovers: the Chernobyl disaster as a natural experiment

Abstract Using data on green patents filed at the European Patent Office from 1980 to 1984, this paper investigates effect of increasing government R&D budget technology spillovers. Spillovers are measured with patent forward citations over period 1981–1988. The level is instrumented leveraging unexpected occurrence Chernobyl nuclear accident—that exogenously pushed governments reduce their energy-related budgets—in a difference in differences setting. 2SLS results show that 10% increase increases by some 0.7% number received patents. Although positive and significant, small magnitude estimated elasticity suggests takes time let innovation spillovers technologies materialize relevance. Interestingly, expenditures fosters across traditional (non-green) fields enlarges technological breadth inventions citing Overall, I conclude knowledge spillovers, accelerates hybridization processes favors diversification around technologies. However, these effects seem slow pace.
